What you witnessed in the short video clip was a 12 kilo-joule underwater discharge at a depth of 20-feet that produced an omni-directional shockwave that measured 200 db at 130 meters. The test was conducted at a Naval Research facility in the U.S. The energy levels were not increased following the 12 kilo-joule pulse as the divers were already at the edge of the water, and Navy Safety Standards do not permit exposure to divers of any higher pressure levels.
After the test was completed the divers all said that remaining in the water at a constant 200 db pressure level would be impossible. The lake where the test was conducted covered a 10-acre area and was protected from a underwater swimmer security breach by a 12 kilo-joule arc-discharge that can be repeated at 2-times each second.
